As I progressed, I unlocked all the perks. The final "Race 3" unlocked only after the catacombs, which is almost the end of the game.
I bought everything I needed and didn't need (except maps) in the store, and specifically farmed contraband.
Freeplay goals are 9%, with the priority being perks and the store. The gameplay itself is step-by-step, with side missions and on the hardest difficulty.
